The Building Official / Code Enforcement Officer is located in the Land Use Department, along with the other departments and functions listed above.
The mission of the Building Official is to work in partnership with current and future Residents, Property Owners and Business Owners of the Town of Belmont to promote and maintain a safe and desirable living and work environment.
Functions
Interpretation and application of applicable Building Codes, Ordinances, and applicable local, state and federal regulations for the issuance of
- Building Permits for Residential and Non-Residential Construction, i.e., new, alterations to existing, expansion of living space, sheds, decks
- Electrical Permits for Residential and Non-Residential Construction, i.e., service upgrades, alterations and additions to existing electrical systems, Generators
- Plumbing Permits for Residential and Non-Residential Construction, i.e., alterations, additions and expansion of existing plumbing systems
- Mechanical Permits for Residential and Non-Residential Construction, i.e., Installation and Replacement of LP tanks, installation of new propane, LP and LNG heating and cooling systems, Gas Fireplaces

COMPLAINTS
Complaints to the Code Enforcement Officer are required to be filed in writing. You may obtain a complaint form at the Land Use Office or by downloading here. Complaint forms must be complete in order to be processed.
CODES
In accordance with the State of New Hampshire, RSA 155-A:1, the Town of Belmont is required to enforce the New Hampshire Building Code and is therefore updating its Enforceable Building Codes to adopt the most current State of New Hampshire Building Code. All new construction related to residential Homes and Commercial Buildings will be required to meet the State of New Hampshire Building Code and must meet compliance with the Codes listed below.

PERMITS REQUIRED
A permit is required for:
- all construction regardless of cost or value - in addition to major projects, this includes:
- stairs and landings
-decks
- sheds
- installing doors or windows where structural changes are made
- whether the construction occurs on site or the structure is moved on to the site
- electrical work
- plumbing work
- demolishing or removing a structure
- all signs
- above and in-ground pools
- Installation and Replacement of LP, LNG, Heating and Cooling Systems
- Installation and Replacement of LP Tanks
- Installation of LP Fire Places
- Any additions, alterations or expansions of existing LP and LNG Systems
Purely cosmetic work such as installing or replacing exterior siding or roof shingles does not require a permit.
APPLICATION PROCESS
The following information is provided for your assistance. Please review all permit applications and contact the Land Use Office with questions pertaining to your specific project.
Permit Applications are available in the Land Use office in the Town Hall (267-8300 x 19) or by downloading here.
Completed applications that are in compliance with all applicable Ordinances, Regulations and applicable building codes are usually processed within 7-10 business days. You will be contacted by the Building Official as soon as your permit has been issued or if you chose, your permit will be mailed to you. Permits can be picked up Monday – Friday, 7:30 am – 4:00 pm, in the Land Use Office.
Application must be printed or typed and be complete and legible. Applicant is responsible to assure that all information in the application is correct.
Construction plans are required for submittal with all applications, submitted plans and construction documents must be in compliance with all applicable building, fire and life safety codes pertaining to your project, as well as those formally adopted by the Town of Belmont, which include, but are not limited to, State of New Hampshire Building Code, International Building Codes, National Fire Protection Codes, Local Ordinances, State and Federal Regulations.
New, upgraded, altered or newly paved driveway cuts require a permit.
Permits expire if not substantially acted upon within 6 months or if construction activity ceases.
PLOT PLAN INSTRUCTIONS
A Plot Plan shall be included as part of the application. It shall be neatly drawn and include the following information.
- North arrow.
- Boundaries of lot with dimensions in feet.
- Setback distances from structures to all property lines. Please remember that the front setback is measured from your property line, not from the road. (In campgrounds and mobile home parks, indicate setback to nearest structures and roads on all sides from both the existing and proposed structure.)
- Setback distances from all waterbodies and wetlands.
- Names & locations of roads adjacent to lot.
- Location of all driveways. Identify if existing or proposed. Driveway application must be completed for proposed new driveways and change of use or expansions of existing driveways.
- Existing structures on lot: include septic system, drainage structures, wells and utilities.
- Sketch all proposed structures and additions showing overall dimensions.
- Height in feet of proposed construction.
- Location of any wetlands, floodplain, streams, etc. on site.
- Location of any on-site or adjacent cemeteries or burial sites
- Any additional information that will adequately describe the proposed work.
Failure to submit a completed Plot Plan will delay processing of your application. Plan must be in ink and legible.
INSPECTIONS
Each permit issued includes a list of required inspections pertaining to your specific project. The list of inspections is organized in the order that the inspections must occur. The inspections required for your project are highlighted for you by the Building Official. It is the responsibility of the property owner to contact the Land Use office to request the appropriate inspection at the appropriate times during the project. Work that is completed without the appropriate inspections cannot be approved for the purpose of issuing a Certificate of Occupancy or Certificate of Use. Requests for inspections can usually be accommodated within one (1) working day of receipt.
CERTIFICATE OF OCCUPANCY/USE
Upon completion of the project and all required inspections in accordance with the approved permit, the Building Official will issue a Certificate of Occupancy (Residential) or a Certificate of Use (Non-residential) for the construction. The construction may not be occupied or utilized prior to the issuance of this document.
A new Certificate of Use is also required when a new business or tenant first occupies a Non-Residential structure, lot, or unit.
