PLAN STEERING COMMITTEE
MEETING
Tuesday, February 26, 2002 – 7pm

Present: Chairman L. Frawley; Members W. Brunkhardt, R. Ashbaugh, T. Carroll, N. McCurry, K. Conway; Staff C. Daigle; MP Subcommittee Member J. Marden.
The chairman distributed copies of the 1995 Civic Profile and NH OSP Technical Bulletin - Preserving Rural Character: The Agriculture Connection.
C. Daigle reported on the status of subcommittee draft reports submitted to date.
Community Facilities – Mission Statement and Goals/Objectives.
Conservation & Preservation – Mission Statement, Introduction, Existing Conditions.
Construction Materials – Mission Statement, Introduction, Goals/Objectives.
Housing – Mission Statement and Goals/Objectives.
Land Use – Mission Statement and Goals/Objectives.
Recreation - Mission Statement and Goals/Objectives.
Transportation – Mission Statement
Utilities – Mission Statement, Introduction, Existing Conditions, Goals/Objectives, Strategies
A combined draft of what is submitted by February 28th will be printed for sharing among the subcommittees. It is anticipated to be sent to the steering committee and other subcommittee members on or before March 11th. Public notice and presentation of the draft will await indication from the subcommittees that they have a draft ready for public review and comment.
Chrm. Frawley distributed a draft report explaining and quantifying the value of volunteer effort towards the master plan project. The money equivalency is based on voluntary time at the independent sector rate of $16.05. The process is important and the value significant. She asked for review and comment on the figures presented. W. Brunkhardt asked if she could use the volunteer effort value in grant proposals. Chrm. Frawley stated, no, she would not. The purpose of the report was for recognition and to raise awareness. It’s newsworthy. W. Brunkhardt noted it was important to remember that the Master Plan is the town’s plan – not the planning board’s plan.
Chrm. Frawley distributed a copy of the Citizen article on the Second Monday initiative noting it helps keep the master plan effort in the public’s eye – gives it a fresh twist. She noted that there may be an effort on the school’s part for a coordinating project.
The members discussed whether they would like to schedule a meeting with members of the school’s strategic planning committee. J. Marden said it would be beneficial for the town to coordinate the planning process with the schools. C. Daigle noted that the Community Facilities committee had had some discussion in their group on this issue. It appears that the school’s committee is further along in their process than the master plan committees are at this point. The members wanted to have an opportunity to share their drafts among the subcommittees, have joint subcommittee meetings and make further adjustments to their own chapters before meeting with the school strategic planning committee.
The land use and conservation & preservation subcommittees have scheduled a joint meeting for March 27th. Land Use is also meeting on February 27th. No other subcommittee meetings are scheduled at this time. C. Daigle will contact Jon Pike and see if he would like the members of Transportation to schedule a meeting.
The members reviewed upcoming dates:
3/8/02 - School District Elections & Meeting
3/11/02 - March Second Monday Meeting – encourage as many subcommittee members as possible to attend.
3/12/02 - Town Election Day & Opportunity for PB and Master Plan members to display maps and other info and to chat with members of the public as they come to vote. Encourage PB and Master Plan subcommittee members to spend some time at the polls that day.
3/16/02 - Town Meeting Day & Opportunity to display maps and other info. PB Chairman to give short update at end of meeting under other business.
C. Daigle will send out an e-mail to everyone reminding them of these dates/opportunities. K. Conway explained the value of keeping the master plan web page fresh so that people will want to revisit it for new info and updates. His animated .gif (graphic) is currently being displayed on the master plan page.
The members set the next steering committee meeting date for Tues., March 26th at 7pm at the Corner Meeting House. The chairman closed the meeting at 7:55pm
